Basic Clothing Taxes Are Too High

I'm looking at basic, black, brief underwear for about $15 per 6-pack, and they're over a dollar in taxes a piece. Last I checked, underwear is REQUIRED, and these are BASIC. Why do they have high taxes on them? Is the government trying to claim underwear is a luxury?
